中国民主进步联盟关于未成年人张琪沅处境的声明

中国民主进步联盟（CDPA）高度关注中国未成年人张琪沅目前的处境，并对有关其疑似遭受强制失踪、限制人身自由以及被送入精神专科机构和所谓“专门学校”的消息表示严重关切。

The China Democracy Progressive Alliance (CDPA) is deeply concerned about the situation of Zhang Qiyuan, a minor in China, and is seriously alarmed by public reports alleging that he has been subjected to enforced disappearance, restrictions on his personal liberty, and placement in a psychiatric institution and a so-called “special school.”

根据公开报道，张琪沅因公开发表批评中国共产党及习近平的言论，随后失去正常联系，并疑似遭到当局采取强制措施。如果相关报道属实，这不仅是对一名未成年人的严重侵害，也再次反映出中国大陆言论自由和基本人权所面临的严峻现实。

According to publicly available reports, Zhang Qiyuan reportedly disappeared from normal contact after expressing criticism of the Chinese Communist Party (CCP) and Xi Jinping. If these reports are accurate, this would constitute a serious violation of the rights of a minor and further highlight the ongoing challenges to freedom of expression and fundamental human rights in mainland China.

儿童应当受到保护，而不是因为表达不同意见而遭受政治迫害。任何政府都不应利用国家机器恐吓、惩罚或压制未成年人，更不应通过限制自由、精神医疗或其他强制措施，迫使儿童放弃自己的思想和观点。

Children should be protected, not persecuted for expressing their opinions. No government should use state power to intimidate, punish, or suppress minors, nor should it employ involuntary confinement, psychiatric institutions, or other coercive measures to silence children because of their political views.

中国民主进步联盟郑重呼吁中国当局：立即公开张琪沅目前的真实处境及具体下落；立即停止一切针对张琪沅的人身限制、监控、威胁及政治迫害；如其仍被限制人身自由，应立即无条件释放，并保障其与家属、律师及外界自由联系的权利。

The CDPA calls upon the Chinese authorities to immediately disclose Zhang Qiyuan’s current condition and whereabouts; end all forms of detention, surveillance, intimidation and political persecution against him; and, if he remains deprived of his liberty, release him immediately and unconditionally and guarantee his right to communicate freely with his family, legal representatives and the outside world.

中国民主进步联盟同时要求，对张琪沅在精神专科机构、专门学校或其他场所可能遭受的不当对待展开独立调查，依法追究相关责任，并确保其获得必要的医疗、心理及法律援助。

The CDPA also calls for an independent investigation into any alleged mistreatment in psychiatric institutions, special schools or other facilities, for those responsible to be held accountable in accordance with the law, and for Zhang to receive appropriate medical, psychological and legal assistance.

中国民主进步联盟呼吁联合国儿童权利委员会、联合国人权机制、国际人权组织、各国政府及新闻媒体持续关注张琪沅事件，敦促中国政府依法保障未成年人的合法权益。

The CDPA calls upon the United Nations Committee on the Rights of the Child, UN human rights mechanisms, international human rights organizations, governments around the world and the international media to continue monitoring Zhang Qiyuan’s situation and to encourage the protection of the lawful rights of minors.

言论不是犯罪，批评政府不是犯罪，反对独裁更不是犯罪。任何社会都不应因为一名未成年人表达自己的政治观点，就剥夺他的自由、尊严和未来。

Freedom of expression is not a crime. Criticizing a government is not a crime. Opposing dictatorship is not a crime. No child should lose his or her freedom, dignity or future simply for expressing political opinions.

中国民主进步联盟将持续关注张琪沅事件的发展，并与所有关心自由、人权和儿童权益的人士一道，为维护基本人权和法治原则继续发声。
