The event was jointly organised by CDPA Publicity Minister Yichen Ji and Organisation Minister Yongjiu Ni.

The rally was hosted by CDPA Publicity Minister Yichen Ji. In his opening remarks, Ji introduced the China Democracy Progressive Alliance as a civil organisation legally registered in Australia that has long focused on democracy, freedom, human rights and the rule of law. He outlined the rally’s calls to oppose transnational repression, raise awareness of human rights in Xinjiang and Tibet, commemorate the Sitong Bridge protest and focus attention on the circumstances of religious believers.

A special part of the rally was a recorded speech by “Qiming”, a 17-year-old young person who still lives in mainland China. Unable to attend in Sydney in person, he bypassed internet restrictions to obtain information that is difficult to access in mainland China and brought his voice to Sydney Town Hall through an audio recording. Before playing it, the host said: “Distance may prevent us from gathering together, but it cannot stop a young person from expressing his voice.”

In the recording, Qiming said that he had grown up within China’s education system and, as he became older, began to question why politics, history and differing viewpoints could not be discussed freely. He said he hoped young people would be able to access information freely and think independently. He explicitly opposed the CCP’s longstanding monopoly on political power and the increasing concentration of personal power under Xi Jinping. He concluded by saying that he hoped one day to meet everyone in a “truly free and truly democratic China”.

Xiquan Qin: Transnational Repression Is Not Merely a Political Concept—It Can Change a Person’s Life

The first speaker of the day was Xiquan Qin, Chairman of the China Democracy Progressive Alliance.

Drawing on his own experiences, Qin described the security risks he felt after years of participating in overseas democracy activities. He recalled that in 2013 he had planned to travel from Sydney to Indonesia to reunite with his family, but cancelled the trip at the airport after receiving a warning about security risks. In 2015, while visiting his daughter in Bangkok, he returned to Australia early because of concerns for his safety. For more than a decade since then, he has not left Australia because of those concerns.

He said transnational repression does not necessarily take the form of physical violence. It may also appear through harassment, threats, cyberattacks, pressure on relatives in China and other means. He called on Australian society to take seriously the safety of overseas democracy advocates and their families, concluding with the demands: “Oppose transnational repression, oppose political intimidation, and protect the safety of overseas democracy advocates and their families.”

Yichen Ji: After Speaking Out Overseas, His Former School in China Was Questioned

The second speaker was CDPA Publicity Minister Yichen Ji.

Ji said that after coming to Australia he became more open in criticising the CCP’s one-party rule and personally felt the pressure associated with transnational repression. Because he feared that his overseas political activities might affect his family, he had tried to ensure that family members left China with him where possible. However, according to information he later received, after the relevant authorities discovered that his immediate family had left China, they visited the high school he had attended and questioned his former teachers.

Ji also discussed the circumstances of people in Xinjiang, Tibet and Hong Kong, LGBTQ communities, and individuals including Peng Lifa, Jimmy Lai and Joshua Wong. He said that regardless of ethnicity, religion, sexual orientation or political opinion, everyone should possess the fundamental rights to think, speak, believe and choose how to live.

Qiming, a 17-Year-Old in Mainland China: Hoping His Voice Can Be Heard in the Free World

The recording by Qiming was then played at the rally.

As the only speaker that day who remained in mainland China and was also a minor, Qiming’s participation became a particularly distinctive moment of the rally.

In the recording, he said that because he remained in China, he could not stand openly at the event and express political views in the way people living in free societies could. He therefore used a recording so that the genuine thoughts of a young person in China could be heard.

He spoke about political indoctrination, access to information and independent thought, and said he hoped his generation would become “the last generation to be brainwashed by the CCP”. He also expressed support for democracy, freedom, the rule of law and human rights.

As the 17-year-old’s voice sounded through the speakers at Sydney Town Hall, he himself remained in mainland China. For those present, the recording became a symbolic part of the day—an example of free expression crossing an internet blockade.

Yongjiu Ni: Overseas Political Activity Must Not Implicate Parents, Spouses or Children

The fourth speaker, CDPA Organisation Minister Yongjiu Ni, focused on the impact of transnational repression on family members.

Ni said that after he and his older brother came to Australia, they took part in several peaceful political activities. According to his family, officers from the Qiutou Town police station in Hebei Province later visited the family home, referred to the brothers’ political activities in Australia and asked their father to persuade them to stop.

He said the pressure also reached his wife and his son, who was only six years old at the time. According to his account, the child became frightened and cried. Ni emphasised at the rally: “Our parents are not political tools. Our wives are not political tools. Our children must never become bargaining chips in political repression.”

Fu reviewed his involvement in overseas democracy activities since 2018 and said that after he took part in protests at Sydney Town Hall, members of his family in China experienced harassment, warnings and threats. He argued that the political views of people overseas should never become a reason to pressure their relatives.

In his speech, he also referred to Peng Lifa, Joshua Wong, Falun Gong practitioners, and issues concerning Xinjiang, Tibet, Hong Kong and Taiwan. He expressed support for freedom of expression, freedom of belief, judicial independence and democratic institutions.

Zhongfa Sun: From Rights Advocacy and Account Bans to Leaving China

Member Zhongfa Sun focused on his long experience of helping others defend their rights.

Sun said that while living in China he frequently helped others defend their rights and publicly criticised government policies. As a result, he was repeatedly admonished by police, four of his WeChat accounts were permanently banned, and he later attracted the attention of state security authorities.

He said he had publicly opposed some extreme lockdown measures during the pandemic and believed that prolonged political and everyday pressure ultimately affected both him and his family. He later came to Australia with his wife, who died earlier this year, less than one hundred days before the rally.

Sun also spoke about his friend Shi Tingfu. According to Sun’s understanding, Shi was detained after travelling to Xinjiang to help others defend their rights and died in custody on 22 October this year. Sun called on the relevant authorities to disclose the circumstances of Shi’s detention and death.

Yanjun Xu Unable to Attend; Yichen Ji Reads Her Speech

The final speaker was Yanjun Xu, the CDPA representative in Melbourne. As she was unable to travel to Sydney for personal reasons, host Yichen Ji read her prepared speech on her behalf.

In her statement, Xu said that although she could not attend Town Hall in person, her “position of opposing transnational repression and defending freedom and human rights will not change because of distance”. She argued that transnational repression can affect overseas democracy activists directly and may also place pressure on their family members in China.

She also called on the Australian government, the international community and human rights organisations to pay attention to the safety of overseas democracy advocates and their families. She said democracy advocates should not fall silent because of intimidation, nor abandon the pursuit of democracy, freedom and human rights because they live overseas.

Multiple Issues Converge on “Human Dignity”

当天活动还穿插播放了音乐剧《悲惨世界》中的《Do You Hear the People Sing?》以及《愿荣光归香港》。

The event also featured “Do You Hear the People Sing?” from the musical Les Misérables and “Glory to Hong Kong”. The host said that the former symbolised voices pursuing freedom, while the latter carried many Hong Kong people’s memories of freedom, democracy and dignity.

At the end of the speeches, Ji summarised that the rally had addressed transnational repression, Xinjiang, Tibet, the Sitong Bridge protest, Peng Lifa, religious belief and overseas political expression, but that all these issues shared a common concern: “human dignity”. He stressed that no person should be intimidated because of political opinions, oppressed because of ethnic identity or deprived of freedom because of religious belief.

The China Democracy Progressive Alliance stated that it would continue to participate in relevant public activities through peaceful and open means, while maintaining its focus on the safety of overseas Chinese and dissidents, the human rights situation in mainland China, freedom of religion and belief, democracy and the rule of law.

The rally concluded with calls to “Stop transnational repression”, “Focus on human rights in Xinjiang”, “Focus on human rights in Tibet” and “Free Peng Lifa”.
