中国民主进步联盟是如何成立的

中国民主进步联盟第一次全体会议于2025年4月27日（星期日）中午12时至下午2时举行，地点为33 Magnolia Ave, Epping NSW 2121。这次会议标志着联盟由筹备阶段走向正式成立。

The First General Assembly of the China Democracy Progressive Alliance was held from 12:00 PM to 2:00 PM on Sunday, April 27, 2025, at 33 Magnolia Ave, Epping NSW 2121. The meeting marked the Alliance's transition from preparation to formal establishment.

会议由联盟副主席倪永柱主持。与会者为联盟筹备委员会成员，共6人。会议首先介绍联盟的筹备背景及推动民主进步与社会公平的使命，并审议《中国民主进步联盟成立宣言（草案）》。

The meeting was chaired by Alliance Vice Chairperson Yongzhu Ni. Six members of the Preparatory Committee attended. The meeting opened with an introduction to the Alliance's preparatory work and its mission to promote democratic progress and social equity, followed by consideration of the Draft Founding Declaration.

代表们就宣言中的公民参与条款提出建议。经讨论，成立宣言草案全票通过并正式发布。筹备委员会随后提交联盟章程草案，内容涵盖宗旨、组织架构及成员权利与义务；代表们建议完善经费透明条款。章程经修订后获得通过，成为联盟运行的规范。

Delegates proposed changes to the declaration's civic-participation provisions. After discussion, the draft was adopted unanimously and formally issued. The Preparatory Committee then presented the Draft Charter, covering the Alliance's purpose, organizational structure, and members' rights and obligations. Delegates proposed improvements to the financial-transparency provisions, and the revised Charter was approved as the Alliance's operating framework.

会议选举产生第一届领导机构：覃夕权全票当选主席，倪永柱全票当选副主席，并选出理事会成员。

The meeting elected the first leadership body: Xiquan Qin was unanimously elected Chairperson, and Yongzhu Ni was unanimously elected Vice Chairperson, together with members of the Council.

与会代表还讨论了未来三年的工作规划，确定以开展公民教育、提升民主意识、推动基层实践、举办政策论坛和促进对话为重点。会议通过设立专项小组以落实相关项目的提案。

Delegates also discussed a three-year work plan focused on civic education, raising democratic awareness, advancing grassroots practice, holding policy forums, and fostering dialogue. A proposal to establish special task groups to implement these projects was approved.

在其他事项中，会议提出建立联盟官方网站。会议最终作出决议：正式成立中国民主进步联盟并发布宣言及章程；选举第一届领导机构；批准三年工作规划，并授权理事会制定实施方案。

Under other business, the meeting proposed establishing the Alliance's official website. Its final resolutions formally established the China Democracy Progressive Alliance and released its Declaration and Charter, elected the first leadership body, approved the three-year work plan, and authorized the Council to prepare implementation strategies.

After the meeting concluded, all attendees gathered for a group photograph. The photograph appears on page 5 of the original minutes, with the faces of two confidential members obscured.
